CPS2 has a much higher number of colors to draw from, but with 16 colors per tile and 4096 colors on screen. Each sprite/tile can use one of 256 16-color palettes. IE, if you tell it to make a 16 color palette, it sorts the palette, then breaks it down into 16 chunks using whatever algorithm the tolerance slider in the replace color dialogue uses.
